They were having fun during the annual Halloween street festival in the Shibuya district, the heart of Japanese youth culture. In the past few years, this informal Halloween street party has exploded in terms of size with tens of thousands of costumed party goers taking to the streets. Up until this boom, Halloween celebrations in the city (and across Japan) were minimal. This event has become so big that this year the Tokyo Metropolitan Police Department decided to close off two main streets adjacent to Shibuya Station.
