Soros is promoting his new book "The Age of Fallibility: Consequences of the War on Terror" which is being released in Japanese by the Kodansha publishing house. Soros is the founder and Chairman of the Open Society Institute and Soros Fund Management. He is also the founder of the Soros Foundation which is a network of philanthropic organizations that are active in more than 50 countries. It is managed by the Open Society Institute. Based primarily in Central and Eastern Europe and the former Soviet Union but also in Africa, Latin America, Asia, and the United States these foundations are dedicated to building and maintaining the infrastructure and institutions of an open society.     Over the past 60 years, China has made unremitting efforts in improving the well-being of Tibetan people, such as setting up sound welfare system, improving housing conditions for low-income groups and launching investment in key infrastructure projects, etc. Tremendous changes have taken place in the region.

    In the year of 2010, the per capita net annual income of Tibetan farmers and herders reached 3,990 yuan, nearly twice the 2005 figure. Tibet launched the "new countryside" program in 2006 to improve housing conditions for farmers, herders and other low-income groups. With a 17-billion yuan investment from the state treasury, Tibet has provided new homes for about 300,000 families with a combined population of 1.43 million. In the aspect of medical care, the central and regional government spent 1.7 billion yuan to finance free medical services for Tibetan farmers and herders in the 2006-2010 period, and sent mobile hospitals to patrol 602 villages in 74 counties. Moreover, the number of Tibetan farmers and herders living in absolute poverty, with less than 1,700 yuan (about 258 U.S. dollars) per capita annual income, was almost halved in the past five years, from 964,000 in 2005 to 502,000 in 2010. A total of 2,160 poverty-relief projects have been initiated in the past five years, to provide vocational training for farmers and herders in poverty, upgrade infrastructure, foster Tibetan-specific industries such as traditional arts and crafts, tourism, food and herb processing, and eradicate endemic conditions that prevented people from earning a living.
