Street vendors selling fresh meat by the side of the Barda-Dordyol road. Open-air butchers' shops do not meet sanitary requirements and are seasonal. Meat prices have increased dramatically in less than a year, 36% for mutton and 13% for beef.
Oxfam Programme Information
Azerbaijan has a climate conducive to agriculture production. The agricultural sector contributes nearly 12 per cent to the nationÕs GDP. However, the lack of modernisation means that productivity is relatively low. This means that a lot of its food is imported when there is short supply in-country. One of the main commodities imported is wheat and grains. Last year, domestic wheat production was down 33 per cent compared to the year before due to bad weather, meaning more had to be imported, mainly from Russian and Kazakhstan. With RussiaÕs export ban, Azerbaijan is even more vulnerable to price volatility. Food prices increased by 20 per cent in December 2010, compared to December 2009. Such increases, are bad news particularly for the poorest people, like those in Barda, who are finding it harder and harder to afford basic food supplies.

Gulnara prepares the wood oven
Gulnara and her family use the wood oven for both heating and preparing food.
Gulnara lives in Kelenterli village. Her family owns about 1 hectare of land, 0,23 of which is his garden and 0,88 is privatized land.
She is married to Tayyub, and has three children, Farhad, 17, Lamiya, 14, and Gulmira, 12.
'We buy meat once every three weeks on average. On average %70 of all income is spent on food, the rest on education of my kids, transportation and heating. If the food prices were lower, I would afford sending my elder daughter to college or university as she is so keen to continue her education, but with these prices, it is hardly possible for us'. says Gulnara's husband Tayyub

Today, around 60-70 IDP families live in bungalows around the Dordyol settlement. These bungalows have been in existence since 1993. At which time there were over 2000 people living in these conditions. Now this number has substantially decreased but no official statistics exist. There is no drinkable water, gas or sanitation in these bungalows.

A young boy collects water in Dargalar village
Dargalar village of Barda has a population of around 80 households or 400 people. Oxfam reconstructed an artesian well in Dargalar in October 2010. The village didn't have drinkable water for over two years prior to that. The previous well the community had was filled with sand and soil and they hadn't been able to use it since 2008.

Aluda Mammadova at home in Hajally village.
Aluda has been suffering from tumor of female internal organs. Her mother and brothers helped her with surgery in 2005 and now with medication. Doctors advised her not to lift heavy weights, which put limitation on her involvement in agriculture or animal husbandry. Legally she qualifies for social welfare for the physically impaired persons but she is not receiving any. Her late husband used to be a truck-driver for kolkhoz during the soviet times and then was a taxi driver in the Barda region. He died as a result of a sudden brain stroke in 2007. Since then Aluda has become the head of the family with her three kids. Because of the own sickness doctors advised her to consume as much fruit and vitamins as possible, but she says due to the extremely high food prices she is Ôafraid of going to marketÕ.
