With local dumps full and communities resisting attempts to create new ones in their areas, the piles of rubbish around Naples in Italy have been growing day by day since a row about refuse started two weeks ago. As refuse collectors have nowhere to take the rubbish many residents have started setting alight to the piles now clogging the streets; this has prompted a surge of calls to under resourced emergency sources and warnings from environment officials about toxic smoke. This is not the first rubbish dispute to hit Naples and the surrounding Campania region; there have been a number over the past few years and the European Union began legal action during the last dispute in June 2007. That case is still continuing but this latest row is likely to trigger a faster response.
