The Russian Defense Ministry said that while large-scale drills across the country continued, some units of the Southern and Western military districts had completed their exercises and started returning to base. The movements came as Russia signaled Monday (February 14) it is ready to keep diplomatic talks with the West about security concerns that led to the current Ukraine crisis, offering hope to resolve the situation within the diplomatic route as the U.S. and Europe increasingly fear an imminent invasion by Russia amid increased military buildup in Ukraine. More than 100,000 Russian troops have massed near the Ukrainian border.
